For years we had total policy certainty

"Policy uncertainty" means nothing. For years we had total policy certainty: Higher taxes, higher deficits and debt, and inflationism. Furthermore, it is laughable to see that lower taxes and cutting spending "add" to uncertainty, but raising them reduces it.
